Happy Hooligan, by Frederick Opper

Happy Hooligan was always cheerful despite his unrelieved mis-fortune. F. Opper created this most memorable comic strip in 1900 and it continued until 1932. He was also the creator of the characters Alphonse and Gaston whose names have become a catch-phrase for excessive politeness.
